Republican Lt. Gov. Dan Patrick is seeking his second term in office. Patrick wants to continue efforts to cut government spending. He supports a school voucher plan and wants a state law that restricts bathroom use for transgender people. He opposes Abbott's suggestion that the Legislature pass a red-flag law that lets courts remove guns from someone deemed a danger to themselves and others.Democrat Mike Collier, disagrees with Patrick on most issues. He's opposed to school vouchers and a bathroom bill. He'd like to see the state increase its funding of public education as a way to lower property taxes. He wants the state to pass Medicaid expansion under the Affordable Care Act, and he'd like to see those red-flag gun laws passed.Libertarian Kerry McKennon says he wants to eliminate property taxes, the death penalty, laws against marijuana and prostitution, and bans on gambling.

What do you consider the most critical issue Texas will face over the next five years? If elected, how would you approach this issue?

School finance in Texas has generated lots of talk but little legislation in recent years. What is your philosophy on the future of public school funding?

Do you believe America has a problem with gun violence? If so, how do you plan tackle it?

Congress and the President want to repeal the Affordable Care Act, and have taken steps to dismantle it. What role should the government have when it comes to health insurance?

Texas adds about a thousand people a day. This rapid growth has caused several problems. What are the top three issues the government should address because of this growth?

Funding for public schools and critical infrastructure is the most critical issue our state faces. We cannot raise property taxes or drown ourselves in debt, which is exactly what the GOP has been doing to Texas for years. There are several reasons the state can't pay its bills, but the one tax reform I intend to make in my first term as Lt. Governor is to close the Equal and Uniform property tax loophole that benefits the owners and large, commercial and industrial properties. We simply cannot continue to raise property taxes on homeowners and small businesses while we underfund schools and infrastructure. Our current leaders don't grasp this.
We must increase investment in public education in Texas, but we must not raise taxes on homeowners and small businesses. There is a major property tax loophole called Equal and Uniform that allows the owners of large, commercial and industrial properties to cheat the system by $5 billion per year. The loophole is well documented (see the 2016 GEER by the Legislative Budget Board). Yet the Senate never votes to close the loophole because key Senators take campaign cash to hold it open (my opponent has taken hundreds of thousands of dollars from Special Interests who want that loophole kept open!). Only when we recover these tax dollars, which in my opinion are illegally underpaid, will we be able to fix school funding without raising property taxes. And when we recover these revenues we can begin to solve the Robin Hood crisis that is unbelievably unfair to homeowners in recapture districts.
I am a gun owner and I support whole heartily the Second Amendment. That said, America has a problem with gun violence and it's time to act. We need a background check system that works, and we need red flag laws. Texans are ready for reasonable ground rules, consistent with the Second Amendment, to keep Texans safe.
I believe healthcare is a basic human right, and I believe our payer systems should reflect that. The Affordable Care Act should be improved, not canceled. Texans want protection for pre-existing conditions and other aspects of the ACA to remain intact. The GOP has filed a lawsuit to kill pre-existing conditions, not because they have a better idea, but because they are hyper-partisan.Texans like the law, and that's because they agree we must continue to take care of each other. Fighting to eliminate pre-existing condition protections is cruel, pure and simple. If elected, I will enact a patient bill of rights that will guarantee pre-existing condition protection for all Texans.
As discussed, Texas does not have the money to keep up with growth. The top 3 issues we face because of this growth are: lack of availability for a good education, need to improve infrastructure, and healthcare. The problem is in tax giveaways to big corporations, such as the Equal & Uniform loophole mentioned above and recent reductions in the business margin tax. Not only do these giveaways result in not enough money to invest in infrastructure, but they have also caused property taxes paid by homeowners & small businesses to skyrocket. My opponent does not grasp this. He doesn't even grasp that the state budget he approved states that property taxes "shall be increased" by 27%, more than under any Lt. Governor in memory. It's because the state is cutting support of schools and other vital services, watching our local property taxes skyrocket and still not producing enough revenue to manage our growth. Let's close the loophole first & then see how much money we have to work with.
We must secure the border, but we must do it intelligently & humanely. I am very critical of my opponent. He authorized spending $800 million on the border but did not seek reimbursement from the fed. government. He refused to tell us how the money was spent & whether it did any good. It looks like the most expensive publicity stunt in Texas history. If you ask people who live on the border, they will tell you we need more technology and better coordination of law enforcement agencies. What we don't need is stunts or gimmicks. We want an effective border security program, but we must be humane. Tearing children from their parents is not humane. We must remember that America is only great because we are all immigrants. We should treat the people who come here hoping for a better life for their families with respect. We should help them earn their way into citizenship. Their children, who know only the US as their home, should be able to attend universities & build their careers in Texas
My mother and father were (and still are) unflinchingly honest people, and they drilled into me the importance of integrity. They are also deeply religious, and they taught me the meaning of empathy and compassion. I try every day to follow in their footsteps and also have tried to pass the same along to my sons.
