I am a former State District Judge and currently a partner in the national law firm of Dykema, municipal court judge and State Magistrate, along with being a Lieutenant Colonel in the U.S. Army Reserves, where I am a Military Judge. I am also UT Regent and previously served as Chief Legal Officer for a 1/2 billion dollar multi state corporation.
The team in Travis county has produced the Indigent Defense Application (IDA) and the Attorney Management Portal (AMP). IDA allows court staff to create and manage appointments, and approve and pay vouchers, and better track and manage data associated with appointments and payments. AMP gives attorneys the ability to view their appointments, upcoming settings, and submit their vouchers electronically through their mobile device. This provides opportunities to improve our indigent defense.
The Chief Justice is responsible for management of the court, as well as the court's budget, as well as being the representative of the court statewide and nationally in various organizations and committees. In addition the Chief Justice is also the representative of the court with the Texas legislature, which is important because every legislative session there is legislation that impacts the court. Making the court more efficient and transparent to the public and attorneyswill be a priority

I am in my 16th year of service as a Justice on the 13th Court of Appeals. I have worked closely with the current Chief Justice who is retiring at the end of this year. Because of my service on the Court, I have first-hand knowledge and experience that is necessary for effectively managing the court and its budget. I am the most qualified.
Mandatory electronic filing for civil cases is in place for all levels of the judiciary. In the near future, the same will be true for criminal cases. Electronic filing is a more efficient and cost-effective way for handling appeals. The state's indigent defense system will benefit economically.
My highest priority is to assure our court is using its state-of-the art case management system as effectively and efficiently as possible. Since electronic filing was mandated by the Supreme Court several years ago, we have implemented many procedures to expedite the processing of cases. However, because I believe there is always room for improvement, I intend to research how the other courts of appeals around the state are handling similar matters.
