Barbara Gervin-Hawkins was elected to the Texas House in 2016 and has served House District 120 since being sworn in in January 2017. Before being elected to the Texas House she served as an educator, principal and superintendent at a charter school that focused on turning children's lives around and providing quality educations to all.
Education is near and dear to my heart. Before I was elected to serve Texas House District 120, I worked as an educator, principal, and a superintendent in a public open enrollment charter school which focused on turn around and serving traditionally ignored students. I deeply believe that all children need to be given the opportunities they deserve. I support Chairman Huberty and his HB21 Education Reform bill which will improve education funding and improve access to quality education.
As a member of the House Criminal Jurisprudence committee I understand that gun violence is a complicated issue and we will need a comprehensive approach to address it. We need to address several factors including improving our mental healthcare system, improving our background check systems, and investing more in human capital and wrap around services in our communities for our kids to provide them with a better education and quality of life which will help to deter them from a life of crime.
Two of the most important priorities that we must address when we head back for the 2019 Legislative Session are school funding and property tax relief. In Texas property tax is inseparably linked to school funding and they must be dealt with together. I will work closely with my colleagues to fix those issues. I also believe that mental health must be a priority for our state. We must improve funding to mental health providers to provide Texans with a better quality of life and to prevent future tragedies.
Earlier this year, the Speaker of the House appointed me to the National Conference of State Legislatures standing committee on Redistricting and Elections. I attended the conference and spoke with other legislators from across our great nation regarding strategies. One of our country’s most important principles is fair and equal representation under the law and we need to ensure that district lines are drawn in an unbiased manner to ensure the votes of our constituents are fairly counted.
I believe in local control and that local authorities are often the best situated to understand their own issues. I am a champion of our environment and would support providing some limited additional authority to protect the Hill County environment. Last session I filed HB 2763, and allowed it to be substituted for SB 1229 to ensure it made it through the process. The bill ensured trash pickup in the extraterritorial jurisdiction of Bexar County to help protect our environment.

The State of Texas has a legitimate interest in an educated society and citizenry. Where and how such education is acquired should be the prerogative and choice of the parent and student. I propose a system in which the State and any Political Sub-Divisions would provide equal funding that follows the Student to any public, charter, private, or home-school, regardless of it being secular or religious.
1. Mandatory Death Penalty for Murder; Mandatory Life in Prison without Parole for Attempted Murder; and Mandatory Life in Prison with Parole for the commission of any crime that involved the use of a deadly weapon or deadly force.
2. Constitutional Carry; Castle Doctrine; and Stand-Your-Ground. The People have the absolute right to protect their persons and property from harm and loss and violent and career crime should be the most dangerous occupation in Texas.
3. Mental Healthcare Services.
Enact a Constitutional Amendment to implement an Initiative and Referendum Process in Texas so that the People can propose directly propose Constitutional Amendments and Legislation to the People (Electorate) when they have determined that the Legislature has failed to properly represent their best interests.
I propose that all Constitutional Amendments and all Legislation that will have a force or effect that exceeds two years should require approval by the electorate via Referendum to be held during a General Election.
I propose that all Congressional and State Legislative Districts be At-Large Elections and that way there are no districts to be drawn and thus zero chance of any gerrymander.
1. Polluters should be held criminally and civilly liable for pollution violations and be compelled to clean that to which they have spoiled.
2. Support alternative energy to include Thorium Nuclear Power which has been proven to have a fraction of the waste products of uranium with a fraction of the half-life, almost a zero chance of melt-down, and Thorium is not capable of being converted into a weapons grade material.
