In a heated race, democrats Laura Moser and Lizzie Pannill Fletcher are fighting for the chance to unseat Congressman John Culberson (R-Houston) in Texas’ 7th Congressional District; which has had a Republican representative ever since the 1960s. But now, The Cook Political Report rates the district as a “toss up.” The race garnered national attention when the Democratic Congressional Campaign Committee released an opposition memo on Moser. There are reports it ended up elevating her status, despite its original intent.Lizzie Pannill Fletcher is a Houston attorney and local community organizer. Laura Moser is a former freelance journalist and founder of the Daily Action, a political-based text-messaging service. Both are first-time candidates.Rep. Culberson has held that seat for 17 years, but a 2017 survey by the democratic polling firm Public Policy Polling suggests the political climate may be turning blue enough to support a potential switch. Hillary Clinton narrowly won Texas’ 7th Congressional District in the 2016 presidential election. The West Houston district overlaps the Addicks and Barker Reservoirs, which makes flooding issues an important priority for District 7 voters.
